The UNA Board of Directors met on Tuesday, April 19, 2022, at 5:30 p.m. at the Wesbrook Community Centre. Below is a summary of the meeting.

Please note that this summary being provided to UNA Members as a timely update ahead of the approval of the official meeting minutes at the next Board meeting (May 17, 2022).


 

Acknowledgement and Appreciation for Service to the Community

The Board presented a commemorative plaque to retired UNA Director, Terry Mullen, to acknowledge his service to the community as a Director on UNA Board and for being a member of various committees throughout his term.

 

Welcome to New Board Director

The UNA Chair welcomed the newly-appointed Board member, Fei Liu, who was appointed to fill the empty seat left after Maria Gallo resigned from her position.

 

Burb Cannabis Delegation

Steve Dowsley, Co-Founder, Chairman of the Board and President of Burb Cannabis, made a presentation to the Board to introduce himself and the background of his company. Burb Cannabis has applied to the UEL for an amendment to the UEL Land Use, Building and Community Administration Bylaw for a rezoning to allow for the conditional use of a non-medical cannabis retail store at 5784 University Boulevard.

 

UBC RCMP Detachment Update

Staff Sgt. Chuck Lan provided a verbal update to the Board. He reported that there has been an increase in mental health calls in the last quarter as well as an increased report in fraudulent calls (scammers posing as CRA agents). Staff Sgt. Lan also mentioned that the UBC RCMP are anticipating increased visitors to Wreck Beach and Pacific Spirit Park as the weather begins to warm up.

 

UBC Campus and Community Planning Monthly Update

The report was presented by Carole Jolly, Director of Community Development and Engagement at Campus and Community Planning. The report outlines upcoming events on campus, activities related to Campus Vision 2050 and development projects in and around the UBC neighbourhoods. Carole highlighted upcoming town halls related to the proposed basketball court at Wesbrook Community Centre.

 

Electoral Area A Report

Electoral Area A Director Jen McCutcheon was unable to attend the meeting but submitted a written monthly report.

 

UNA Management Report

UNA CAO Sundance Topham and the management team delivered their monthly updates.

 

UNA Staff Work Plan 2021-22 Fourth Quarter Update

UNA CAO Sundance Topham updated the Board on staff’s progress with the work plan.

 

UNA Staff Work Plan 2022-23

UNA CAO Sundance Topham presented the 2022-23 UNA Staff Work Plan to the Board. It was approved with amendments.

 

Director Liu Committee Appointments

Fei Liu was recently appointed to the Board of Directors. The Board appointed Director Liu to the UNA Finance and Audit Committee and the AMS-UNA Joint Advisory Committee and accept the resignation of Director Eagle Glassheim from the AMS-UNA Joint Advisory Committee.

 

UNA-UBC Liaison Committee Appointments    

The Board appointed Director Murray McCutcheon and Director Eagle Glassheim as a member of the UNA-UBC Liaison Committee. Board Chair Richard Watson will remain on the committee as co-Chair.

 

Governance and Human Resources (GHR) Committee Update

The GHR Committee presented a new UNA Board and Appointees Code of Conduct Policy to replace an outdated policy from 2012. The new policy includes a general overview of duties and expectations from the Board and its appointees. The Board gave feedback to the GHR Committee, and they will present an updated policy in an upcoming Board meeting.

The GHR Committee also presented proposed amendments to the UNA Board Rules of Procedure based on directions it received from the Board at the March meeting. The Board approved the proposed amendments subject to non-substantive drafting suggestions from Director Holmes.

 

Community Engagement Advisory Committee (CEAC) Update

The UNA Board received the minutes of the CEAC meeting from February 23, 2022 and received a short update from the CEAC Chair Jane Kang on the CEAC’s community survey which was launched on April 11, 2022. In its first week, the survey had gotten 420 responses. The survey will run until May 2. An analysis of the results will be reviewed by the CEAC at their May 25 meeting and will be provided to the Board at the May 17 Board meeting.

 

Land Use Advisory Committee (LUAC) Update

The UNA Board received the minutes of the LUAC meeting from February 23, 2022. The LUAC Chair Murray McCutcheon updated the Board on their work with CEAC in including some questions in the community survey regarding Campus Vision 2050.

 

Neighbours Agreement Committee Update

The Board received a verbal update on the Neighbours Agreement Committee from the NAC Chair Bill Holmes. The committee is currently working on updating Schedule F of the Neighbours Agreement.
