UNA Parking Services is located at the Wesbrook Community Centre and will be open Monday – Friday, 9:00 am – 6:00 pm (March 1st – March 31st)

Applications can be downloaded and filled out prior to your in-person renewal.

PARKING

Our on-street parking strategies aim to provide neighbourhood residents and authorized visitors accessible parking in the UNA neighbourhoods. We recognize that many types of visitors need to park in UNA neighbourhoods, including shoppers and guests of residents. The parking management strategy is meant to accommodate these visitors while addressing the prevalent issue of limited space.

RESIDENT PARKING PERMIT (DECAL)

  • First vehicle: $140 (+applicable taxes)
  • Second vehicle: $280 (+applicable taxes)
  • Third vehicle: $560 (+applicable taxes)

VISITOR PARKING PERMIT

  • $140 (+ 21% Translink parking tax  + applicable taxes)
  • Each legal UNA address is permitted one (1) Visitor Parking Permit
  • Visitor Parking Permits are not valid for residents’ vehicles.

MONTHLY PRORATED FEE POLICY

A monthly prorated fee structure applies to all UNA Resident Parking Permit and Visitor Parking Permit purchases.

Prorated pricing is based on the number of months from the date of purchase to the permit expiry date (March 31) of the parking fiscal year.

Example for a Residential Parking Permit (1st vehicle):

  • Annual fee: $140.00
  • Monthly fee: $140.00 / 12 months = $11.67 (+taxes)
  • Fee if purchased on June 29 = June (1 month: $11.67) + July to March (9 months: $105.03) =  $116.70 (+ taxes)
  • Fee if purchased on January 5 = January (1 month: $11.67) + February to March (2 months: $23.34) =  $34.98 (+ taxes)

REFUNDS

A refund only applies when:

  1. The resident moves out of the UNA before the permit expires.
  2. The resident replaces a UNA parking permit.

Eligible refund will be prorated monthly, the outstanding amount will be refunded, minus 1 month for the administrative fee.

Example of a Residential Parking Permit (1st vehicle):

  • Annual fee: $140.00
  • Monthly fee: $140.00 / 12 months = $11.67 (+taxes)
  • Refund on June 28 = July to March (9 months) – administrative fee (1 month) = $105.03 – $11.67 =  $93.36
  • Refund on January 5 = February to March (2 months) – administrative fee (1 month) = $23.34 – $11.67 = $11.67

All UNA Parking Permits are not valid for commercial vehicles, large vehicles, recreation vehicles, camper trucks and on-street vehicle storage.

Large vehicle – if your vehicle meets at least one of these criteria, it is considered as a large vehicle:

    1. Taller than 2.2 m (7 feet and 2.61 inches)
    2. Longer than 6.4 m (21 feet)
    3. Not primarily designed to move people
    4. Seats 10 or more passengers
  • Resident Parking Permits 
    •  Non-transferable and specific to a single license plate.
    • If your license play or vehicle changes, you will need to be issued a replacement permit. Some charges may apply.
  • Visitor Parking Permit is limited to one per legal UNA address
    • Visitor Parking Permits are non-transferable and specific to a single address.
    • When your address changes (whether you move within or away from the UNA neighbourhoods), you should immediately notify the UNA office (604-827-5158 or reception@myuna.ca).
    • If you move between two different neighbourhoods (e.g. from Hawthorn Place to Wesbrook Place), your current visitor parking permit will no longer be valid.  You will need to be issued a new Visitor Parking Permit with an updated proof of residency

RESIDENT PARKING PERMIT (DECAL)

The following documents are required to obtain or renew a resident parking permit:

  • BC Driver’s License (BCDL)
  • ICBC Vehicle Registration (must be registered to a valid UNA address, and at least 1 month prior to the policy expiry date.)
  • It is required to have matching Name & UNA  Address on both BCDL and Vehicle Registration

 

VISITOR PARKING PERMIT & DAY PASS

To apply for a Visitor Parking Permit and Day Pass you will need:

  • Photo ID (choose one of the following):
    • BC Drivers Licence
    • BC Identification Card
    • BC Services Card
    • Canadian Passport
    • Other government issued photo ID
  • Plus Proof of UNA Address (choose one of the following):
    • ICBC Vehicle Registration (must be registered to a valid UNA address)
    • Current utility/service bill with UNA address (e.g. phone, cable, or hydro bill)
    • Current Credit Card statement with UNA address
    • Current Village Gate Homes or Wesbrook Properties rental agreement Only.

For the purpose of information validation, we require you to share your vehicle and ICBC insurance information with us. To uphold your privacy and protect you from fraud, you are required to apply for your permit in person. We will not issue permits to anyone acting as a proxy, regardless of their relationship or connection to you.

WHERE TO PURCHASE A PERMIT

RESIDENT PARKING PERMIT (DECAL)

  • Allows UNA residents to park their own vehicle on the streets of their own neighbourhood.

VISITOR PARKING PERMIT

  • Allows a UNA resident’s visitor to park their vehicle on the streets within the resident’s neighbourhood.

DAY PASS

  • For UNA residents who require additional visitor parking for a one time function/event.
  • Each legal UNA suite will be entitled to 15 days of Parking Day Passes, between April 01 to March 31. Approval will be required for any request above the 15 days of Parking Day Passes annual limit. Residents who need additional day passes above the annual limit will need to submit an application to parking@myuna.ca.

Resident Parking Permits are assigned to specific license plate numbers and Visitor Parking Permits are assigned to a specific UNA address.

Parking Permits may only be issued for and used within a resident’s own neighbourhood. If the assigned licence plate number & issued neighbourhood are not a match to the vehicle’s licence plate & parking location, it will be towed.

WHAT IF I LEASE MY VEHICLE?
Your registration and insurance must show your residential address on the second page.

WHAT IF I DRIVE SOMEONE ELSES VEHICLE?

  • You must be listed as the principal operator on the insurance
  • The location address on the second page of the insurance and registration must list your residential address within a UNA neighbourhood
  • Two items of supporting ID.

WHAT IF MY VEHICLE IS REGISTERED TO A BUSINESS?

  • Valid ICBC car insurance registered to a BC company name and address with no principal operator listed (if a principal operator is listed, see above section, “You drive someone else’s car”
  • A letter or contract on company letterhead, stating that the vehicle is used by you, and is needed at your home on a regular basis. A new letter is required every year to renew your permit
  • Two items of supporting ID
  • Business identification (e.g. pay stub, T4, or business card) as proof of employment

WHAT IF I’M A STUDENT FROM OUTSIDE OF BC?

To be eligible for a parking permit, your vehicle insurance must be changed to ICBC insurance (non-resident motor vehicle and insurance certificate) at the UNA neighbourhood address, or you must apply for Exemption status through ICBC.

Exemption status allows you to forego changing your vehicle insurance to BC insurance.

WHAT IF MY VISITOR HAS A SPARC PERMIT?

SPARC permit holders can park in the on-street accessible stalls if they display a valid Visitor Parking Pass or a day permit. SPARC permit holders cannot use their Resident Parking decals to park in accessible stalls.

This is to ensure that visitors to residents in the Hawthorn and Wesbrook neighbourhoods, have a reasonable ability to park in accessible stalls.

WHAT IF I MISPLACED/LOSE MY RESIDENT PARKING PERMIT?

You must purchase a new Resident Parking Permit. And stick the decal on your vehicle immediately. Replacement is not available.

WHAT IF I MISPLACED/LOSE MY VISITOR PARKING PERMIT?

You must purchase a new Visitor Parking Pass. Replacements are not available.

WHAT IF I NEED TO REPLACE MY PERMIT?

Replacement resident parking decals and visitor parking permits may be picked up in person if:

  • You have changed vehicles or license plates
  • Your car was damaged in an accident and written off
  • Your windshield was replaced
  • Your visitor parking permit is damaged
  • Your resident parking decal is damaged or peeling off

The old UNA permit must be returned to receive a replacement.

PARKING ENFORCEMENT HOLIDAYS

CLAIMING A TOWED VEHICLE

If your vehicle has been towed, please contact Drake Towing (604)251-3344.

The roads in the UNA neighbourhoods are owned by the Ministry of Transportation and Infrastructure (MOTI). Regulations and signage are all regulated and approved by the Ministry, and are enforced in accordance to the posted parking signage. The Ministry authorizes the University Neighbourhoods Association (through its subcontract with Commissionaires) to invigilate parking under the Motor Vehicle Act Section 209-1.

MOTI does not have the ability to ticket or fine violators, and only has the ability to tow on first offence. This has been strictly enforced, and has been a consistent practice throughout UNA neighbourhoods since 2012.
